His Excellency Governor Francis Kimemia with the Council of Governors leadership led by the Chairman, His Excellency Martin Wambora, held an introductory meeting with the Senate Standing Committee on Devolution and Intergovernmental Relations, chaired by Homa Bay Senator Hon. Moses Kajwang’.
The two parties discussed the transfer of functions between counties and the National Government; the budget process; gaps in public financial management and legislation concerning devolved units.
Governor Kimemia called for revenue sharing and co-management of Nyahururu town between Nyandarua and neighbouring Laikipia County.
Nyandaruans, he said, have gained nothing despite years of investment in the former County headquarters.
Sasumua Dam, he added, supplies water to Nairobi with no tangible returns for Nyandaruans.
Nominated Senator Hon. Rose Nyamunga strongly backed the Governor’s sentiments on the dam and Nyahururu, urging her colleagues to help resolve Nyandarua’s historical injustices for long-term self-sustenance.
The Governor also urged the National Government to back the County Government’s efforts to implement the 50 kilograms packaging regulations to protect Nyandarua’s farmers from middlemen and end double-taxation across borders.
The County boss asked the Senate to fast-track the adoption of road, water and forest bills to ensure functions allocated to devolved units are backed with adequate financing and clear accountability between the two levels of Government.
He also called for involvement of devolved units in security affairs through a County Policing Authority.
