The Council of Governors (COG) Legal and Constitutional Affairs Committee unanimously elected His Excellency Governor Francis Kimemia as the Vice Chairman of the committee.
Governor Kimemia was elected during an extraordinary meeting of the committee to discuss issues in the sector and to chart a way forward following the Court of Appeal Judgement on the Building Bridges Initiative (BBI).
The governors regretted that courts had brought to an end the BBI process, which was meant to ensure inclusiveness in sharing of resources.
They resolved that COG will explore alternative avenues to ensure that revenue to the Counties increases to at least 35% of the sharable revenue. The governors noted that the Friday’s Judgment did not consider the substantive issues contained in the constitutional amendment Bill.
The governors agreed to put the constitutional review process back on track by working with other stakeholders that include the Legal Affairs committees of both Houses of Parliament to ensure that the amendments, that do not require a referendum, are passed before the next General election.
Governor Kimemia was together with Governors Kiraitu Murungi of Meru and his Kilifi counterpart Amason Kingi.
