Chairperson, County Public Service Board – (1 Position)

Duties and Responsibilities

  1. • Chairing meetings of the Board
  2. • Provide strategic leadership and policy direction for the Board;
  3. • Establishing and abolishing offices in the County Public Service
  4. • Exercise disciplinary control over and remove persons holding or acting in these positions;
  5. • Promote values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya in the operations of development
  6. • Advise County Government on Human Resource Management and Development issues
  7. • Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government on the remuneration, pensions and gratuities for County Public Service employees

Requirements for Appointment:

To be considered for appointment to this position, an applicant must:
• Be a Kenyan citizen;
• Hold a Bachelor’s degree from a recognized university in Kenya (a Master’s degree will be an added advantage);
• Possess at least ten (10) years of senior-level management experience.
• Fulfill the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity;
• Be a professional of high integrity with no record of breaching professional codes of conduct;
• Not currently holding a position as a public or state officer;
• Demonstrate a sound understanding of the county’s diversity; and
• Be capable of working effectively under pressure and meeting strict deadlines;

Secretary County Public Service Board – (1 Position)

Duties and Responsibilities

The Secretary to the Board is the link between the board members and the board and the secretariat and he/she accountable to the board members in: –
• Coordinate and oversee the execution of the Board’s mandate in line with established policies and frameworks.
• Serve as the Accounting and Authorized Officer of the Board in accordance with Section 149(1) of the PFM Act, 2012, ensuring lawful, efficient, effective, economical, and transparent use of resources.
• Provide overall leadership and management of the Board’s Secretariat.
• Lead the planning and budgeting processes of the Board, ensuring alignment with strategic priorities.
• Act as the custodian of all Board records, assets, and meeting minutes.
• Facilitate the implementation of Board decisions and ensure timely communication to relevant stakeholders.
• Prepare and circulate the agenda and minutes of Board meetings in consultation with the Chairperson.
• Develop the Board’s annual work plan under the guidance of the Chairperson.
• Prepare and submit both periodic and ad hoc reports to the County Assembly detailing the execution of the Board’s functions.
• Offer guidance and advice to the Secretariat on ethical practices and good governance.
• Promote the values and principles of public service within the County Government.
• Assess and report to the County Assembly on compliance with the national values and principles of governance as outlined in Articles 10 and 232 of the Constitution.
• Develop and propose programmes and strategies aimed at fulfilling the Board’s mandate for approval by the Board.
• Initiate in liaison with the County Executive staff performance and reward management initiatives to enhance productivity.
• Perform any other responsibilities as may be assigned by the Chairperson or the Board from time to time.

Requirements for Appointment

To be considered for this position, a candidate must:
• Be a Kenyan citizen.
• Hold at least a Bachelor’s degree from a recognized university in Kenya. A Master’s degree or higher qualification will be an added advantage.
• Be a Certified Public Secretary in good professional standing.
• Have a minimum of five (5) years of relevant professional experience.
• Possession of Human Resource qualification will be an added advantage
• Demonstrate sound knowledge of the structural, legal, and regulatory framework governing public service in Kenya.
• Possession of knowledge and experience in financial management will be an added advantage.
• Be a professional of high integrity, with no record of breach of the relevant professional code of conduct.
• Meet the requirements of leadership and integrity as outlined in Chapter Six of the Constitution of Kenya (2010).
• Be capable of working under pressure and meeting tight deadlines.
• Demonstrate flexibility, adaptability, and the ability to work collaboratively within a team environment and across networks.

Member of the Board – (4 Positions)

Qualification: Bachelor Degree
Experience: 5 years

Duties & Responsibilities of member of County Public Service Board

1. Establish and abolish offices in the County Public Service;
2. Exercise disciplinary control over, and remove, persons holding or acting in the public service;
3. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board;
4. Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya;
5. Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya are complied with in the County Public Service;
6. Facilitate the development of coherent, integrated Human Resource Planning and budgeting for personnel emolument in the County;
7. Advise the County Government on Human Resource Management and Development;
8. Advise the County Government on implementation and monitoring of the National performance Management System in the County;
9. Make recommendations to the Salaries and Remunerations Commissions on behalf of the County Government, on the remuneration, pensions and gratuities for County Public service employees;

10. And any other assigned duties from time to time.

Requirements for Appointment

 Be a Kenyan Citizen
• Possess at least an undergraduate degree from a recognized university in the fields in which she or he has been practicing.
• Have at least 5 years of experience in a senior management position.
• Satisfies the chapter six of the constitution
• Is not a state or public officer

Tenure of Office:

A non-renewable six (6) year term, which may be served on a part-time basis.

Remuneration:

Remuneration and benefits shall be as determined by the Salaries and Remuneration
Commission (SRC).
